Magic items - charged (and permanent effect?)

In the manual under 'Magic Items' there's a list of weapon charged and permanent effects. Do the permanent effects exist? IF SO, is it by coincidence that Feeblemind and Lightning are mentioned in the same row. My catch is, does X of feeblemindedness bear the lightning permanent effect after charges are spent?
