Need cloth for tailoring

Do any npcs sell bolts of cloth now? I tried player vendors but yesterday travelled around the world for over an hour chasing the results of a vendor search and still could not get enough. I'd hate to resort to chasing wild sheep.

You can always harvest flax. There was a field almost full of Flax in the Britain Farmlands. I harvested it some time ago, I don't know if it already decayed. If it already has, well, I have over 12k of cloth left from that harvest.
