Went to try and mana stone a skirt to a kilt today, it says it requires exceptional items. Has this always been the case, because i thought we used to use mana stones on cloth items all he time. Is there a way to change this requirement?

Yes, it has always been the case, and it's not going to change for balance reasons.

Would it be possible to make Quality clothing that can be mana-stoned, but not exceptional so you cant Benson it. Hopefully keeping the balance?
I'm assuming the lack of exceptional clothing is so you cant Benson it, not so that you cant change the appearance with manstones?
